Job Description and Duties

Under the close supervision of the Accounting Administrator I (Supervisor), the incumbent will utilize knowledge of applicable State laws, governmental accounting principles, and processes prescribed the State Controller’s Office (SCO) and/or the Commission on State Mandates (CSM), the incumbent will perform professional accounting tasks to establish and maintain accounts and records relating to state-mandated and other cost reimbursement programs.

The incumbent, operating at the entry level, with a progression of independence over time, learns and performs the full range of professional accounting duties.

Duties Performed:

  • Perform comprehensive analysis (desk reviews) of the less complex claims filed under the state-mandated and other cost reimbursement programs and make necessary adjustments to reduce program costs not in compliance with SCO claiming instructions, the CSM’s approved Parameters & Guidelines (Ps & Gs), and statutes.
  • Receive and process claims for payment using the Local Reimbursement System (LRSys) and/or Excel worksheets for accounts payable sand accounts receivables.
  • Process payments and offsets for reimbursement claims according to budget appropriations and applicable interest.
  • Utilize FI$Cal to process journal entries, find appropriation balances, view appropriation transaction history, and perform research as necessary.
  • Assist in research and analyze proposed and chaptered bills, statutes, executive orders, legal opinions, and procedures for their effect on the section; prepare legislation bill analysis and Budget Change Proposals; and provide timely recommendations to management.
  • Write, revise, and review claiming instructions and forms in accordance with CSM’s approved Ps & Gs and statutes to provide guidance and for use by claimants in filing claims for state-mandated and other cost reimbursement programs.
  • Conduct research and respond to inquiries from stakeholders, including local government entities, CSM, legislative staff, and the Department of Finance.
  • Attend and participate in hearings, meetings, workshops, and conferences related to the section.
  • Assist the Senior Fiscal Analyst in collaboration with the Information Systems Division for projects that enhance features and functions of the LRSys and other applicable systems.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California.
