The Clemency Review Commission (CRC) is seeking a detail-oriented and mission-driven Paralegal to support the clemency application review process for the Minnesota Board of Pardons. This position plays a key role in ensuring the integrity and efficiency of clemency investigations by managing case records, conducting legal research, and preparing case summaries and communications.
As a Paralegal, you will:
+ Conduct criminal history searches and review clemency applications for statutory eligibility.
+ Collaborate with legal analysts and CRC staff to prepare case summaries and meeting materials.
+ Manage and organize legal documents, court records, and correspondence with applicants, victims, and justice system partners.
+ Support the planning and execution of Commission and Board meetings.
+ Maintain accurate data and contribute to process improvements.

This position is eligible for up to a 50% hybrid telework arrangement. With a telework agreement, onsite attendance will be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. **Minimum Qualifications**
One (1) year of experience conducting or supporting legal analysis in a criminal justice, court related, or other regulatory setting. Experience must include drafting and maintaining legal documents.
_Completion of a formal paralegal or legal assistant program resulting a degree or certification may substitute for six months of experience._
Applicants who meet the above will be further assessed on the following:
+ Knowledge of criminal law, sentencing practices, and legal terminology.
+ Knowledge of conducting legal research and/or analyzing statutes, rules, or case law.
+ Proficiency using legal databases and case management systems such as Westlaw.
+ Written communication skills including the ability to draft legal summaries and professional correspondence which are concise, accurate, and tactful.
+ Proficiency with Microsoft Office, Adobe, and workflow or document management tools.
+ Ability to manage multiple tasks with attention to detail and meet deadlines independently.
**Preferred Qualifications**
+ Associate's degree or higher in paralegal studies, legal studies, criminal justice, or a closely related field.
+ Experience working with sensitive or confidential data.
+ Experience working with clemency, pardon, or expungement processes.
+ Knowledge or experience with records management and process improvement best practices.
+ Familiarity with the Minnesota Government Data Practices Act (MGDPA).
+ Cultural sensitivity and awareness to effectively work with diverse populations and promote equity to those impacted by the criminal justice system.
