The Opportunity

We are seeking a full-time developer to join our software development team. The Legislative Service Center, also known as LEG-TECH, is the dedicated technology solutions provider for the Washington State Legislature. We are a team of committed professionals passionate about technology and providing world-class IT support to our valued customers. We provide a connected Legislature through network services, custom application development and maintenance, hardware and software troubleshooting, and training.


Our key stakeholder is the Legislature. We design and develop mission-critical custom applications for legislative processes and applications that present legislative information to the public. As a member of our team, you will actively participate in the collaborative decision-making process for application design, architecture, and technologies, contributing your expertise to help shape the final outcomes.

Duties

Some of your tasks will include:

  • Designing, developing, and maintaining software to support the Washington State Legislature.
  • Building and supporting web and Windows applications with languages and technologies such as C#, .NET, WPF, JavaScript, IIS, T-SQL, JSON, HTML5, CSS, Bootstrap, Blazor, and jQuery.
  • Building Web and RESTful APIs that are shared by many applications.
  • Modernizing and migrating legacy applications.
  • Writing and executing unit tests and automated testing.
  • Creating and updating CI/CD pipelines and building scripts.
  • Developing and delivering high value working software using the Agile/Scrum framework.
  • Leading and mentoring lower-level software developers.
  • Working with diverse developers to improve our development processes and refine our standards and principles.

Qualifications

Required Education, Knowledge and Skills:

  • Bachelor’s degree or higher in Computer Science, Software Engineering, or related field (equivalent experience may substitute, year for year, for the preferred education).
  • Minimum 6+ years as a full-stack, object-oriented developer with hands-on experience implementing and deploying modern solutions using Microsoft technologies.
  • Proficient in designing scalable, maintainable, and efficient systems, with a strong understanding of architectural principles, trade-offs, and best practices across distributed and enterprise environments.
  • Proficient with design patterns, specifically in multi-tier application design.
  • Proficient in developing and integrating with RESTful and SOAP APIs.
  • Proficient in modern responsive web design with CSS/SASS and UI/UX tools and practices.
  • Proficient with accessible IT software, technology, practices, and policies.
  • Proficient in applying testing pyramid methodologies to optimize test coverage, maintainable automation, and efficient defect detection across unit, integration, and end-to-end layers.
  • Proficient in ORM/RDBMS, MS SQL Server, writing complex SQL queries.
  • Proficient in DevOps/CI/CD and building out delivery pipelines.
  • Proficient in working with Agile development practices.
  • Experience or familiarity with building and supporting content management systems (CMS), like SharePoint and Umbraco.
  • Experience or familiarity with Microsoft cloud technologies.
  • Experience or familiarity with messaging queues like RabbitMQ.
  • Experience or familiarity with container technologies and orchestration tools (Docker, Kubernetes, Azure AKS).
  • Experience or familiarity with using AI to enhance efficiency in software development workflows, such as code generation, testing automation, debugging, or documentation.

OTHER REQUIREMENTS & INFORMATION

  • Applicants must be a resident of Washington State or willing to relocate.
  • Applicants must be eligible to work in the United States without Visa sponsorship.
  • This is a hybrid work position in Washington State. While a “remote-first” approach is embraced, a coordinated on-site presence may be necessary.
  • Extended hours and weekend work may be required during the legislative session and special sessions, for pre-session preparations, and during anticipated workload surges.

Supplemental Information

The salary range for this position is $100,488 - $184,764 annually. The initial salary will be based on relevant knowledge, skills, and experience.
